PROPOSED CHANGES TO MARKET BY-LAWS AND RULES & REGULATIONS
To streamline governance, strengthen leadership, and empower healthy growth the Farmers’ Market at Sandpoint proposes a number of changes to its by-laws and rules and regulations for your consideration.
Broadly, the proposed changes to the by-laws impact the size, selection, and terms of market board members and officers. Proposed changes to the rules and regulations primarily simplify language to reduce confusion, encourage member participation and compliance, and empower the market’s growth
The proposed changes to the By-Laws:

eliminate the exemption from committee service for Fine Arts & Crafts/Food members
-
reduce the size of the board from twelve (12) persons to nine (9) persons to bring it in line with current market membership numbers
-
extend the term of office for Officers to two (2) years so Officers have time to realize their desired outcomes in service to the market
-
change voting and terms of office for non-Officer board members by limiting farm members to three non-Officer votes. Available board seats will be filled by the candidates receiving the highest number of votes; the two newly elected board members with the highest number of votes will be entered in a two (2) year term; remaining board members will serve a one (1) year term
The proposed changes to the Rules and Regulations:

removes strict definition of opening and closing dates and market hours (to empower pursuit of additional opportunities, such as a Winter Market)

redefine “permanent” space(s) as “regular” space(s)

require active members have paid all dues and fees and attended at least one membership meeting the previous year
-
clarify that site inspections may be conducted by a board member and/or the market manager
-
remove unnecessary parking details
-
simplify language around dues and fees and remove strict interpretations of dates/days/dues to allow for special events such as a Winter Market
